that's perfectly predictable behaviour, and exactly what they should
do. Why should they hesitate? Unpredictable behaviour in that
situation would be driving into the back of the parked cars. Obviously
if they have any sense of self-preservation they should look behind
and indicate that they're going to move out, just as a driver should.
But in similar situations most drivers do precisely the same as your
cyclists because there's nothing else they reasonably can do. If you
don't take that into account you're a bad driver.
