The difference is deeper than that. All window structures on Mac OS  
are independent of each other. It's up to an application to manage  
any child-parent hierarchy relationships.

The Desktop is a window structure managed by the Finder related to  
the contents of the Desktop directory subtree in each user account  
directory tree. It's special in that it is a window larger than the  
viewable area screen, and it is managed entirely by the Finder's  
access provided to the user, not directly like other windows.
