That speed is settable from control panel.

Certainly is.  I didn't time it but recently used a 486 66MHz/Word 2 
combination.  Started quicker, saved quicker than an XP/Word 2003 combination.  
But with a 200mb HDD, 8mb Ram, etc it was severely limited in other ways.
