But that is what you are actually paying Getty for, making them known to you. You would have a hard time finding them if you did not even know they existed. Besides it would undoubtedly cost more in time and effort to go and get them directly from the government yourself. The government printing office produces tens of thousands of publications, but other than the current ones it is rather difficult to find and get them. You know what dealing with the government is like. I mean, they all work for you, when was the last time they did what you told them to do???
