I like the second shot better than the first. For me, what makes both  
of them is the subtle lighting, the coloration of the water. In this  
respect the first has a slight edge, but both are super. The surfer  
is a necessary added element, but the water texture and color is what  
makes them. And that is why on balance I prefer the second - the  
surfer is less obtrusive in the picture. In the first he fills so  
much of the frame that the eye is drawn back there and one loses the  
beauty. As a surfer action shot, the first may be better, as a good  
looking photo the second is my preference.
