Logically, it couldn't be any other way. To view it in a browser, the image has to be downloaded. At that point, it's out of the web server's control. Now, you could have some proprietary format that only your viewer program can display, but it still ends up in the video card as an array of pixels. If it's protected well enough someone can't possibly steal it, they also can't view it.
