This is the giveaway to what model of Beetle it is. I'm pretty sure that the injected Super Beetle sedan was only made in Germany, either at Wolfsburg or later in Emden after they switched the Wolfsburg plant over to making Golfs/Rabbits for a few years, from 1977 to around 1980.
