Blowing Rock is the only town in the county where you can buy liquor by-the-drink. Most of Watauga County allows beer and wine to be sold by-the-drink. Some other counties up here do not allow alcoholic beverages to be sold at all. Hard liquor here can only be bought in the County owned ABC (Alcoholic Beverage Control) stores, the county not only gets the the tax they get all the profit as well.
Don't expect this to make any sense, it doesn't; but since when has that prevented politicians making laws. Gambling is illegal too, except if the game is run by the state (so called lottery).
