Used to be, Yes ... but with CS and CS2 (and presumably CS3 for those 
who've upgraded), doing it in one Swell Foop with bicubic smoother is 
better than the 10% method used to be.

I did see one suggestion to add a blank monochrome layer to the 
up-rezzed image file; use an add noise filter, gausian, 3 - 5% and then 
set the layer transparency until it's just barely visible. It's supposed 
to make the image "crisper".

Nice thing about layers is you can turn 'em on and off to see which 
really looks better.
