Going on experience with other articles the answers are; 1. Yes. In a washing machine or by hand. But that's for the nylon part of the article. Wouldn't like to comment on the parts made of leather, foam, metal, etc. 2. A little. Usually, by the time it's _nice_ and soft, it's time to replace it.... "Ballistic nylon" is a generic term, like 35mm SLR. Very resistant to tearing, but not invulnerable.
