It may make some sense in areas where there is a significant population of 
both languages, but both languages should still be equally served.
At present, this is anything but the situation.
Saskatchewan wouldn't have a Francophone population at all were it not for 
the federal civil service and forced bilingualism bringing Quebecers here.
What has happened in the west is that our inherent distrust of the Eastern 
cabal has been intensified by a very real observation that the federal civil 
service is run by and for French Canada, and by a general inability to 
obtain services or iformation from the federal government because the people 
we are talking to are often not fluent enough in English to be able to 
communicate sufficiently with us.
Regina has a much higher % of Chinese than French, it would make more sense 
to demand that civil servants be fluent in Mandarin than Quebec French.
My French has also atrophied due to lack of use, but my government funded 
education taught me a useless second language anyway.
