While I do appreciate your point, we in Southern California have a similar 
problem. Depends on where you go, but for instance in MY area, we only had 
less than 4" of rain all last rainy season.
Our home is built on what amounts to adobe dirt.
When thoroughly dry, it's little different from fired clay...

I know for a fact that our dryness goes down at least 3 feet (900mm+), maybe 
twice that.
As you dig a trench, just below what passes for topsoil, you can run across 
breaks in the earth, large cracks you can't see the bottom of... THAT's dry!
