My perspective is that the intent of the artist is what makes it art (or not) /to the artist/. And what I get from it is what makes it art (or not) /to me/. Technically, I guess that's a "viewer" centered appraisal. Just because the artist says it's art doesn't mean it's art /to me/. And just because I think it's art doesn't mean the person who created it had any artistic intention.
