I'll second that.  On the tow path we found a family leading their small 
children across a log over a stream.  I think I may have snapped a quick 
photo or two, but Stan stood there with that gigantic lens on his camera 
shooting away.  I recall the Dad looking a bit nervous about all the 
attention they were getting, but that didn't stop Stan.  Noooo.  Snap 
snap snap snap.......

I agree, though.  If it's visible from a public space, with very few 
exceptions, it's fair game.
