Can't really help you regards a Windows application for video editing  
(yes, I'm certain there are plenty of choices available) but from my  
limited research and understanding, if you have to convert a  
proprietary format to be editable, go to AVI. From AVI you can  
convert to anything else with minimized losses.

Video is ferociously complex when it comes to formats and protocols.  
I was interested to get into some video stuff last year and started  
researching things. Finally gave up after a week or two ... It would  
take quite a while to fully understand all the nuances of the  
different technologies for video image and audio integration. I  
figured that at my level of interest, if I just buy any HD video  
camera that is listed as compatible with iMovie on Mac OS X, I'll get  
whatever I wanted out of it. And then decided I couldn't afford the  
time ... It remains an idea on hold.
