If a certain number of votes rejects an image before it gets to the judges, I think it would be good if there were some requirements to be met before one could vote. I signed up, and suddenly have the power to vote, so this suggests that anyone could simply sign up and start negatively voting everyone's photos. Perhaps after a photographer has had a certain number of photos accepted into the gallery? I don't know, but I really don't believe that such power should be handed out to anyone.
