It reduces the number of feral cats by preventing them from having kittens.
If feral kittens can be captured early enough, they can be put up for adoption. I've adopted one. Part of the adoption agreement was I have to always keep the cat indoors. I keep my own cats indoors anyway, but the neighborhood currently has about a dozen outdoor cats ... all of them pets as far as I can tell. But for some reason they do seem to congregate at my house. I've come home from work some afternoons to find both chairs on the front porch occupied and another perched on the wood-pile. I think it's because my back yard is an excellent habitat for squirrel hunting ... although I've yet to see any evidence they've actually caught one.
