I think he was driving/riding one of the escort vehicles. Down here in NC that pre-fab module would have a pilot vehicle in front of it with a WIDE LOAD sign on the front and a trail vehicle with a WIDE LOAD sign in the back ... and they'd have a special over-size permit that prescribed their route and what hours they could be on it.
