SENATOR Kerry - a member of the US Congress, which IIRC is supposedly part of the United States Government. The young man was asking SENATOR Kerry why he conceded the election so quickly in the face of evidence of election fraud, clearly "political speech" which was the clear intent of the first amendment. While the amendment itself speaks to Congress, federal courts have for the last 200 years or so, held these prohibitions apply to all levels of government. You may be satisfied to see the US become a police state.
