are you kidding? It's Fire Prevention Week in Regina, yet at the same time some open air fires are allowed without a permit (doesn't that mean they're permitted without a permit? is that possible?). There must be hundreds of photos waiting to be taken everywhere you look of people being confused about whether to prevent or encourage fires in the open air. And what about Buffalo Days?
