It *IS* open to the public. Anyone can subscribe. This is a "revenue neutral" access site, i.e. they cover the costs of providing records online with subcription fees rather than taxes. The search to find if the record exists is free. You could go down to the courthouse and read the documents for free. If you want copies of the documents to take with you, you have to put money in the copy machine.
