Well, you got it almost all the way right ... he's old enough not to be a kid. I can't fire him if I wanted to. Not even if I can show cause. Nor can I train him. He's already "trained" and there's no hours in the budget for re-training. So, I get maybe 5 - 10 minutes at shift overlap.
