To my somewhat-untrained eye, that looks more like sharpening and/or
JPEG artifacts than bad bokeh. I'd have to see the original
uncompressed/unprocessed file to know for sure, though.

I've noticed that putting too much JPEG compression into shots with a
lot of contrast changes tends to amplify any artifacts from
sharpening. Sometimes it's noticeable, sometimes not.
