Yes, those are telescopes in the background.  This site, is known as
"Science City," and is situated on a hll near the summit of the
Haleakala volcano on Maui, almost 10,000 feet above sea level:

One of the very large and unusually shaped structures is a solar
observatory that my wife and I visited several years ago.
("Haleakala" means "house of the sun" in Hawaiian.)  Some of the domes
are operated by universities and agencies of foreign counties.  One
area has telescopes owned and operated by the US military.  The "Star
Wars" technology that was being developed by the US Department of
Defense was tested at this location.

Visiting the summit before sunrise is an exciting experience and one
of the great activities on Maui.  Since the summit is 10,000 feet
above sea level, the shadows are of extreme length in the minutes
after sunrise, and shown in my shot.  The greatest thrill of all is to
take a pre-dawn van ride up to the summit, watch the sunrise, and they
bike back down from 10,000 feet to sea level at the surfing town of
Paia.
