Yes, they're in Photoshop if you use that, and also in Corel PhotoPaint and probably (though I don't know) in PSP. In Photoshop you would click "Filter-Noise" or "Filter-Blur"
The effect of the move is to even out the colors so that when you compress the image into fewer pixels there is less change between adjacent groups of pixels, i.e. less banding.
