The Garmin Streetpilot series lets you choose fastest route or shortest route. From there you can you can tell it not to choose certain types of roads - avoid non-paved, freeways, etc. As soon as you go "off route" it re-calculates new routing from where you are to your destination. Most of them talk to you. I have the Garmin C330 which just says "turn left", "turn right", etc. The more expensive versions will say "turn right on ... Street" and with some you can subscribe to traffic reports to warn of congestion ahead.
