I've accepted the challenge I set you, and come up with an answer:

        for %%f in (*.jpg) do if exist %%~nf.dng del %%~nf.jpg

I haven't tested this as written, so it's at your own risk. You could
try replacing 'del' with 'echo' to see what will be deleted.
