Well, I have tried pretty well every thing I can think of, scanning at
different resolutions, adjusting the dpi of the image from everywhere
between 150 and 1200 dpi and the results always seem to be about the same.
The printer driver is set to Best quality and the paper type is set to be
photo paper. I tried both options of raw printing or scaling and I always
end up with exactly the same problem. The image of the scanned output is
magnified from what you actually get. I would say that it is probably up to
10x what you see on the paper. Perhaps I am just hoping for too much from
this old 600 dpi printer.

That's pretty yucky alright. What are the numbers involved?
Have you tried scanning your Negative/slide at max rez with the scan dual?
Then you open that with your photo program and save it at what numbers?
