Over the years I have been using Ulead's Video Studio product and the more recent versions have been shipping with video filters that can be applied for things such as color correction and brightness and contrast, etc. So I am sure the capability is out there to do what you want. That is providing there is some image captured. You might want to look at some of the video editors out there.
