There is a gentleman by the name of Juergen Kreckel (http://www.certo6.html) that makes a good business restoring old MF folding cameras, including replacing damaged bellows. A quick email to him might tell whether he can take on the job. No previous experience with him myself, but he would seem to be quite capable of this sort of job.
