I bought a Slik Able 300 DX about two years ago for just under USA 100. Comes complete with a nice 3-way head, the quick release plates are cheap but more than adequate, and you can get an optional short centerpost. This gets lower and higher than the old Bogen 3001, and has a broader base to boot. Though I recently bought a much heavier Bogen 3221 Wilderness, my Slik is FAR from retired. It's lighter, and when I'm going to do any significant amount of walking, the bigger better Bogen stays in the car. I've often thought the first tripod should be a good light-weight one.
