Well, I'm not sure I'd characterize it quite that way, but I develop deep, system-level software for a living, so I might have a somewhat unique perspective on it. :-) Personally, I'd say that it's more a problem of the camera not having enough information to correctly infer the appropriate WB in some cases. Yeah, the image is a big part of it, as is the metadata related to the image capture process, but they're not the whole story.
