Just wait until I show you what I think was a ramp of some sorts on steps in Plovdiv last month. Our first thought was "wheelchair ramp", but we hope that's not it, as the slope is like regular stairs, 20 degrees or more. In fact, it was just two metal "U" shapes bolted to a staircase very much like the one in your photo.
