Is the bokeh just as sucky when used for its designed purpose, i.e. macro? 

I do agree that this would be a good example of bad bokeh.

PS, a workmate had a pair of groenendaels and said that their herding
instinct was so strong that he and his wife would exercise them by walking
through the park twenty yards apart while the dogs ran rings around them
trying to shepherd them back together.

This is at least one 7 week old Belgian Shepherd (Groenendael).

This also shows off the really sucky bokeh of the EXTREMELY EXPENSIVE
FA200mm/f4 Macro lens.

Technical:
K20D, smc Pentax-FA* Macro 200mm f4 ED[IF]
ISO 400, f/5.6, 1/1250 second.
Handheld with shake reduction on.

Exposure method: Programmed AE (MTF Priority)
