I use Apple Mail exclusively and have no problems posting messages to
the PDML, either in reply or new messages. I just set the format to be
Plain Text on the messages. When you elect to use Rich Text format,
the message is encoded as HTML with both plain and rich text sections.

As test, here's a random bunch of URLs from my PAW photo archives...

http://homepage.mac.com/ramarren/photo/PAW6/12.htm
http://homepage.mac.com/ramarren/photo/PAW6/15.htm

http://homepage.mac.com/ramarren/photo/PAW5/08.htm
http://homepage.mac.com/ramarren/photo/PAW5/25.htm

I'm sending this as I'll get to see what the encoding looks like, and
how it differs between what the PDML mail server returns vs what a
direct send to my bcc:'ed address looks like. This is a "new" message,
btw.
