Follow-up...it will look like this...and, per Ann, you won't lose the 
sign in the upper left.

You might try this...duplicate the layer and rotate just the top layer.
  You have pretty much contiguous color of sky in the upper left and
right corners and pavement in the lower right.  When you rotate the top
layer those corners will show through from the bottom layer and you
won't have to crop to eliminate blank areas.  Then you can do a minimum
of cloning or cropping in the lower left corner without losing the
in-focus mirror.  Flatten the two layers and you're done.
