Lightroom Preferences, Import tab: a checkbox for "Treat JPEG files  
next to RAW files as separate photos".

Unchecked is the default, Lightroom only imports the RAW file and  
considers the JPEG a sidecar. Check the box and both files will be  
imported independently of one another.
