This chap is in the uniform of a Greenwich Pensioner, the naval equivalent of the more famous Chelsea Pensioners, who are army. I think he must live at Trinity Hospital: http://www.web-options.com/TH.jpg an almshouse for retired seamen. I think they are the only people entitled to wear the uniform. >From what I can tell his medals are a General Service medal, and a Long Service and Good Conduct medal, but I may be wrong.
