Right or wrong, I've used photo-flo to clean negs.  It is still 
available in most photo stores and you can definitely order it from B&H, 
Freestyle, etc.  Let the negs sit in the photo-flo for a few minutes and 
then rub them gently with a non-abrasive cloth, like the chamois you'd 
use to clean your eyeglasses.
