It's surprising that it's lasted this long). "Previous galleries" goes to /archive/index which doesn't exist. I just dug through that archive directory and they're all dated 1998. So who knows?
Don't worry about the time frame on submissions. I'm almost always late, too. If the form is there, go ahead and submit.
