Mine has a pack that attaches to the frame, but really isn't suited for 
carrying just a camera bag.  It does, however, have lots of external loops.

I agree.  I gave it a little more thought, thanks to some prodding from 
Rick, and moved the bag to the upper mount points.  It's much better up 
there.  I think now I can secure the tripod vertically with some bungee 
cords.
