Hi Rick, I've never heard before that there are prices fpr foreigners... where did you see this? I found nothing on bahn.de ? although the prices of the DB are kind of confusing normaly there is a "Normalpreis" which is rather expensive and differen "Sparangebote" which are cheaper but there is only a certain amount available, so you only get them when you book earlier...
