An artist by the name of Albert Bene worked in San Francisco in the early part of the 20th century. I've only seen one of his paintings. It wasn't really in the style of this piece, but it was so different in subject matter that it would be hard to say for certain that it wasn't by the same artist, based only on a web image. Your painting could very well be early 20th century based on the impressionist rendering of the scene and what appears to be a liberal application of paint.
