The Renault doesn't meet North American clean air standards. Or Renault
hasn't bothered to get it tested to see if it would pass is the more likely
problem. Importing any car that was never sold here is a problem. Of course
you could have brought a vintage Renault R5 rally car. I had a late friend
John Kelly (raced with Bob Tullius's Group 44 team) who until his death a
few years ago drove one on the street.

When we moved over to Canada in July, we weren't allowed to bring our 1.8
litre, less than two year old, petrol sipping Renault with us - because
-  "It doesn't conform with the North American Standard"
i.e. The engine size is less than 4 litre, it weighs less than 4000kg and
does more than 8 gallons to the mile
What we _were_ allowed to import was a 1977 triumph stag with a +/- 3 litre
engine that runs on high octane leaded fuel. (and weighs about twice as
much as the Renault)
And what choice did we have when wanting to buy a replacement here? Dobbin'
big people carriers or pickup trucks.....with automatic transmission!!!!
Ideal for snowy, icy conditions, I don't think. Or maybe it doesn't snow in
Canada??
