Colin, Many films have data sheets that give time with temps other than 68-degrees, and go as low as 65-degrees or so. The difference between 64- and 65-degrees is minimal, and you could probably make up any loss of contrast by a more vigorous agitation technique. However, you mat get decidedly better activity by bringing the temp up to 68-degrees.
To check out the data sheets on the film you use, go to the appropriate company's web site and look for information about their films. http://www.digitaltruth.com has a chart for this purpose as well.
