Nothing's mandated, nothing's forbidden. If you or anyone want to create pages that fail in IE, then go ahead, just don't expect the majority of internet users to applaud you if your page doesn't work as it should. The internet is an open platform, it's attraction is that anyone can go anywhere and, whatever their OS and browser combination, should get the same experience. If a subgroup wants to isolate themself into a software specific backwater, that's their choice.
