I know of the rulers you refer to, Dave.  They appear in PE5 as well. 
Lightroom 1.4 does not have these rulers in the develop module like PS/PE5.

When you click on the aspect locked icon, you can then also set the size by 
clicking the up/down arrow buttons & choosing a size.  The up/down arrow 
buttons are to the right of the aspect locked icon.  (Dave, you probably 
already know this, if so ignore.)
