Thanks for commenting Bill. Yep it was another Planck Workshop. He has an agreement with the refuge that lets him in before sunrise, can stay after sunset and has a key for all the locked gates. There's alot more than the visitors 7.5 mile loop. I'm told the refuge has 96000 acres!
