That makes infinitely more sense than life preservers <smacks self on forehead>.

I've never seen tires folded and wrapped that way, but obviously one
needs to carry one's own spares.  I'd have figured he'd use foldable
tires (that can fold much smaller than that) but that may be an older
photo, or maybe there's a reason he doesn't like foldables.

Life preservers?  Sheesh!
