My problems with Gmail, which were why I stopped using it for list 
traffic, were due primarily to their "perpetual beta" nonsense.  One day 
it worked fine, then I would get 48 hours of "oops" messages.  Then 
they'd cache my mail for a couple days and all of a sudden I'd have 200 
new pdml messages.  I think those problems are, more or less, in the 
past, but they managed to fix that crap after I gave up.

Otherwise, "Outgoing message encoding" needs to be set to "use default 
text encoding..." and there should be a link for "Rich formatting" just 
below the "attach file" link when you're composing a message.  If you 
see a bunch of silly formatting buttons followed by a "plain text" link, 
click where it says "plain text".
